Vision:
Woah. That's about all I could say the minute I set eyes on this piece. The entire work as a whole is really eye catching and absolutely fantastic, and your idea for what Raikou looks like is absolutely perfect in my mind. It looks fierce, with smoldering eyes and a physique nothing short of terrifying! Very well done, for taking something so cartoonish and making it so realistic.

Originality:
A lot of people vote down on this part for fanarts, but the way I look at it, this is absolutely original. You did a complete take on a beast that I could have never pictured a physical, dangerous form before.
The background is great and fitting for the pokemon in question, but I feel like it's sort of bland, despite that. There could be something more, maybe; distant mountains or something?

Technique
Your art style is absolutely phenomenal. The fur is very realistic, the shading is very good and for some reason I just love how one bit of the rock is higher than the other, and how, even without outlines, you can make every detail pop.
The paw with the crystal formation - hind leg closest to the viewer - is a little off, it looks like. The toes could be more defined, like the other hind leg, but that's only a small detail.
I quite love the eyes, they really pierce and show up vividly on this piece.

Impact:
Does this piece bring out feelings?
Well, yes, it does! First of all, the old nostalgia of trying to catch Raikou constantly is brought back. Look at him, all dashing and fast, now cornered in a battle, ready to face off the trainer approaching him, pokeball in hand. At least, that's what I picture.
But another thing is something like terror, maybe awe. His eyes are just so vivid and so real, and I'd be afraid to face off with that, even with a pokemon at my side! Very well done.

Overall:
Absolutely lovely piece. I always loved Raikou, and you brought him out very very well. I can't wait to see more!
